A smoothly progressing form of time, with the short-term irregularities of apparent time averaged out. In mean sidereal time the effect of nutation is removed; in mean solar time a correction is made for the irregular movement of the Sun due to the Earth’s elliptical orbit and the inclination of the ecliptic to the celestial equator. Greenwich Mean Time, which is the mean solar time at Greenwich, is the same thing as Universal Time.
