  • A large programme of US aid to assist recovery of the European economies from the effects of the Second World War. The plan was proposed by the US Secretary of State, George C. Marshall (1880–1959). From 1948 to 1951 the US provided assistance in grants and loans to various European countries, including Austria, France, West Germany, Italy, the Netherlands, and the UK. The main role of this aid in promoting recovery is thought to have been the provision of reserves to restore confidence in financial stability, and the provision of working capital to allow liberalization of production and prices.

  • US aid programme. Passed by Congress in 1948 as the Foreign Assistance Act to aid European recovery after World War II, it was named after the Secretary of State, George Marshall. It invited the European nations to outline their requirements for economic recovery in order that material and financial aid could be used most effectively. The Soviet Union refused to participate and put pressure on its East European satellites to do likewise. To administer the plan, the Organization for European Economic Cooperation was set up, and between 1948 and 1951 some $13.5 billion was distributed.
