Most chemical reactions involve several stages. If one of these stages is slower than the others then the overall rate of the reaction will be determined by the rate of the slowest stage. In catalytic reactions, for example, the overall process involves diffusion, adsorption, reaction, and desorption. The rate-limiting step is the step that consumes most of the driving force.
