He was assistant chief of the Psychological Warfare Division during World War II. He entered Parliament as a Labour MP in 1945. During the Harold Wilson administrations he was successively Minister of Housing and Local Government, Leader of the House of Commons, and Secretary of State for Social Services. His posthumous Diaries (1975–77) provided revealing insights into the working of government.
