A type of land reform which aims to give each farmer one relatively large plot of land rather than scattered, small parcels of land. Issues in land consolidation include: the consent of the peasants; an assessment of the value of current farmland holdings; consolidation as the promoter of rural development; the assignment of new farmland for each household; the application of modern technologies; the control of corruption; an appeal system; the reimbursement of expenses by local or national government; and, controversially, population control (Zhou (1999) EUI W. Paper 99, 1). Kirit and Nagarajan (2004) Occ. Paper, Nat. Bank Agric. & Rural Dev. 31 record huge benefits from land consolidation in the Indian state of Tamil Nadu.
