A newly created town, planned to relieve overcrowding and congestion in a major conurbation. In the UK, new town housing was arranged in neighbourhood units of around 5 000 people with their own facilities such as shops, schools, and medical centres, and housing densities were low—about five houses per hectare. All British new towns were planned to give a balance of social groups. See S. Ward (2002) on planning the 20th-century city; D. Frantz and C. Collins (1999) on Celebration, a master-planned city near Disney World; and Popke (2000) Growth & Change 31, 2 on a new town in South Africa.
