The portion of the charge stored in a capacitor that is retained when the capacitor is discharged rapidly and may be withdrawn from it subsequently. It results from viscous movement of the dielectric under charge causing some of the charge to penetrate the dielectric and hence become relatively remote from the plates. Only the charge near to the plates is removed by rapid discharge.
