  • A US labour Act, introduced by Senator Robert Wagner of New York, that intended to outlaw employer‐dominated trade unions and to provide for enforcement of the right of free collective bargaining. It established a National Labor Relations Board, with powers to supervise and conduct elections in which workers would select the union to represent them. The Board survived various attempts to secure a Supreme Court ruling of its unconstitutionality and it served to increase trade‐union membership.
