In the 1890 elections the Liberals emerged as the first party in New Zealand politics, broadly united on a programme of radical reform, and Ballance became Premier (1891–93). Ballance and his Liberal successors established the tradition of using the state to regulate the economy and protect poorer groups, laying the foundations of basic stability in New Zealand society.
