A person, group, or organization that develops a satellite payload. At NASA, the primary payload developer trains the payload specialist on that mission. For International Space Station (ISS) payloads, the US payload developer receives training from the Payload Systems Group at the ISS Payload Operations Integration Center (POIC) in the Marshall Space Flight Center.
