Communications Decency Act (CDA) Title V of the Telecommunications Act of 1996. In the United States, an act of Congress (1996) enacted to hold both creators of content and service providers responsible for access of minors to indecent or offensive material over the Internet. Portions of the act subsequently were ruled unconstitutional, in violation of free speech guaranteed by the First Amendment.
