As the author of Life and Labour of the People in London (1891–1903) he presented an exhaustive study of poverty in London, showing its extent, causes, and location. Aided by Beatrice Webb, his methods, based on observation and on searches into public records, pioneered an approach to social studies which has been influential ever since. His special interest in the problems of old age accelerated the Old Age Pensions Act (1908).
