The grandson of William Lyon Mackenzie, he represented Canada at the imperial conferences in London (1923; 1926; 1927), where he played an important role in establishing the status of the self-governing nations of the Commonwealth. He went on to strengthen ties with the UK and the USA and introduced a number of social reforms, including unemployment insurance (1940).
