Power consumed by a device when it is in a standby mode, i.e. when it is waiting for a signal to start normal operation. This is a common mode of operation for many domestic devices such as televisions, set-top boxes, answering machines, and phones. The power drawn can be quite significant, to the extent that most countries now have regulations limiting standby power to 0.5W.
