An agreement made in 1974 that was intended to reduce tariff barriers, funded by subscriptions provided by the signatory governments. Since voting power reflected the size of the subscription, and the USA was then by far the biggest economy, it initially dominated GATT (Sarre (2007) Geog. Compass 1, 5). It was replaced in 1995 by the World Trade Organization. The General Agreement on Trade in Services (GATS) is a regulator of international traded services. Cloke (2008) Prog. Devt Studs 8, 1, 7 provides a basic summary of the major components of the GATS agreement.
