He accompanied Sir Edmund Barton to London to steer the Commonwealth Bill through Parliament (1900) and as Attorney-General (1901–03) introduced legislation that created the Australian high court. In his second term as Prime Minister he introduced far-reaching legislation, including protectionist tariffs and commercial laws.
