十月革命后，经过恢复阶段，苏联于1929年开始执行第一个五年计划，优先发展重工业。这期间建造了第聂泊水电站、马格尼托哥尔斯克冶金厂等许多大型工矿企业。成立国家土木建筑设计院，取代私人建筑师的小型工作室，承担大中型工程的土木建筑设计。随着工业的发展，在城市和新兴工业基地兴建了以公寓式为主的批量性住宅以及与之配套的学校、幼儿园、托儿所、商店等；出现了少年宫、文化馆等新兴建筑类型。城市建设和建筑工程完全纳入国家计划，这是苏联建筑的一个重要特点。
