在城市社区内有目的、有计划建立起来的，承担着一定社区功能，满足一定社区人群需要的团体和机构。有广义、狭义之分。广义上是指在社区地域内面向社区居民开展工作，满足社区及其居民需要的各种组织的统称；狭义上是指由社区及其居民组建并吸纳社区成员参与的，以满足居民社会性需要和社区公共利益为目标的各种社会组织。
