研究液体静止状态下的力学规律及其在工程中的应用，是水力学中首先发展的一个分支。这里的水静力学是指水在外力作用下静止或相对静止的状态。相对静止是指水质点相对于某一运动坐标系静止，整个液体像刚体一样运动，水质点间没有相对运动；如果此运动坐标系是非惯性系，则水质点存在加速度，在考虑平衡时还需要计及惯性力的影响。
