中国在中共十八届三中全会后对中央、省、市、县（区）乃至乡（镇）等各级政府及其所属的工作部门按照职权法定原则，将行使的各项行政职权及其依据、行使主体、运行流程、对应的责任等，以清单的形式明确列举和图解，并依托地方政府的门户网站或政务平台等媒介向社会公布，主动接受社会监督，自觉促进依法行政。由五级政府的权责清单构成。
