太湖流域位于长江三角洲南缘，总面积3.69万平方千米。太湖流域河道总长约12万千米，面积在0.5平方千米以上的湖泊有189个，河湖水面面积达5551平方千米，占流域面积的15%，构成了以太湖为中心的湖泊河网系统。太湖流域的洪水由降雨形成。造成洪水的降雨主要有梅雨和台风雨2类。梅雨通常发生在6～7月，历时长、总量大、范围广，往往会造成流域性洪涝灾害。台风暴雨通常发生在7～9月，暴雨强度大、雨区集中，易造成区域性涝灾。
