相邻国家、地区之间通过制定相应协议、规则和制度，以建立超国家机构或实现政府间合作决策的形式，实现经济、政治、军事、环境等不同方面广泛、深入合作与融合的一种机制与形态。在狭义上，仅指区域性的政治整合，以经济、文化等方面的整合为条件，不同主权实体结合成为一个新的主权实体。在广义上，还包括消除地区间贸易壁垒、实现自由贸易，利用各自比较优势进行经济合作、建立共同市场，建立政治商谈、合作与一体化机制，建立共同防卫组织与机制，确立针对特定问题的共同应对机制，等等。
