城市土地收购储备机构通过征收、收购、置换、到期收回等方式，将土地从分散的土地使用者手中集中起来，统一进行土地整理后纳入土地储备库，再根据城市总体规划、土地利用总体规划和土地利用年度计划，通过招标、拍卖、挂牌等方式有计划地将储备土地投入市场，以供应和调控城市各类建设用地需求的一种土地管理制度。又称土地银行。
