地理位置相邻并存在较高程度政治经济相互依存关系和共同特性的三个以上的民族-国家，基于增进各自利益、管理复杂的相互作用关系和应对地区内外的各种共同挑战的需要，以正式或非正式的机构或制度为机制, 从地区整体性的角度出发，寻求地区事务上的共识和共同安排的一种合作意愿与政策；同时也指在此架构与秩序下处理相互关系的一种多边主义制度形式。
