有广义和狭义之分。狭义的图书馆管理是以个体图书馆或者一个图书馆系统为对象，通过计划、决策、组织、领导、控制、协调等一系列过程，有效利用图书馆的文献信息、人力、经费、物质设备等各种资源，以达到图书馆的目标的活动。广义的图书馆管理，是以某一区域或某种类型的图书馆体系为对象，除了狭义的图书馆管理外，还包括对整个图书馆事业的管理。从广义上，图书馆管理是遵循图书馆事业发展规律，通过政策法律、标准化、评估、发展规划、协作协调、教育培训、业务指导等手段，合理配置和使用体系内图书馆资源和相关社会资源，实现政府管理、行业管理与图书馆组织管理的有机结合，以达到促进区域或类型图书馆事业可持续发展的全部活动。
