流量整形中常用的一种算法。该算法将数据流量想象为水流，将流量整形装置想象为一个底部漏水的桶：水流入桶中，桶中的水从桶底的孔中漏出；无论水以何速度流入桶中，水漏出的速率始终保持恒定；若流入桶的水流速度超过水漏出的速度，则水会慢慢积累在桶中，直到桶满，新流入的水将会从桶的上沿直接淌出而被丢弃。
